Collection Description

 

Historical/Biographical Note: As early as the 1930s, there has been an interest in getting water from the Animas River (comprised of a larger and higher drainage area) to the La Plata River Basin - a significant land area requiring a more dependable water supply. In 1938 the Bureau of Reclamation devised just such an engineering plan, which was pursued by the La Plata Water Conservancy District in 1944. The dam and reservoir would offer irrigation benefits to both Colorado and New Mexico. Secondary sources of revenue would include non-reimbursable benefits to Native American lands belonging to the Southern Ute and Ute Mountain tribes and recreation, fish and wildlife profits. By 1964, New Mexico and the Southern Ute interest in the proposed project had expanded to include municipal and industrial water use, which began the increase to the benefit/cost ratio.

The original Animas-La Plata project consisted of Howardsville Reservoir near Silverton, Hay Gulch Reservoir, Meadows Reservoir, 48 miles of canals and tunnels, and a diversion of the Animas River at Taft. On September 30, 1968, Congress officially authorized the construction of the Animas-La Plata Project through the signing of the Colorado River Basin Act. The project that is commonly referred to as A-LP began in 1979 with a non-jeopardy opinion from the U.S. Fish and Wildlife Service. The Bureau of Reclamation published a Definite Plan Report for A-LP that called for the construction of two reservoirs, seven pumping plants, a 24.3 mile dry-side canal, and 198 miles of laterals. Water would be pumped 525 feet up from the Animas to a reservoir in Ridges Basin. The Ridges Basin pumping station would pump the water 400 feet up to the La Plata Basin. The water would then travel to the La Plata River drainage and a 24.3-mile dry side canal, eventually supplying individual farmers and the Ute tribes with pressurized irrigation water.

In December of 1986, the Ute Mountain Ute and Southern Ute tribes became a part of A-LP when they signed the Colorado Ute Indian Water Rights Final Settlement Agreement. By signing this agreement, the Utes dropped their claims to San Juan Basin rivers, in exchange for water in A-LP and $60 million in development funds. The groundbreaking ceremony in Durango took place on October 26, 1991, but in July 1997 the Animas-La Plata Reconciliation Plan, allowing for the maximum of 57,100-acre feet per year, was created as a way of reconciling funding and political interests.

The federally funded Animas-La Plata project ended up costing half a billion dollars, some of which was paid to Southern Ute entities who had preference in receiving construction contracts. The dam for the Ridges Basin reservoir was topped off on November 9, 2007; it was the largest earthen dam construction project of its time. The reservoir is near the massive Environmental Protection Agency burial site for Durango's uranium mill tailings. The reservoir was named Lake Nighthorse, after Ben Nighthorse Campbell, one of the U.S. legislators who pushed through the authorization and funding for this controversial and costly project. One of the aspects that made the project controversial was the cost of pumping water uphill 2.5 miles into a reservoir, where some of it would evaporate. Actual use of the water by federally recognized tribes is not yet a certainty, due to the electricity expense of pumping the water (which any tribe using the water would need to reimburse the federal government) and due to the huge and as-yet unfunded costs of moving the water from Lake Nighthorse onto any tribal land.

 

Scope & Contents: This collection contains the historically significant records retained from several sources regarding federal water development projects in southwest Colorado. The materials (referring specifically to those that are united together in Series 6) are somewhat broader than the Animas-La Plata Project, and also pertain to related issues of water, especially in southwestern Colorado. The collection strengths are printed materials by both proponents and opponents of the project (especially the latter); public responses to environmental impact study reports; newspaper clippings; and materials documenting the project's legislation. This collection also has several folders of materials pertaining to a related federal project, the Dolores River Project. The records in this collection were conglomerated from various sources pertaining to the topic.

 

Arrangement: This collection has been composed from various accessions. One of the accessions was an unfoldered, wholly unorganized assortment of printed materials that came to the Center in a large box. There was no reasonable original order for these materials, so we have created order but have kept the different accessions in separate file folders with the assigned accession number noted on each folder. The series groups are numbered consecutively. Box numbers start with 1; folders are not numbered. The series are organized from highest hierarchical level to lowest; from most general to most specific. Items within each series are arranged chronologically, unless noted otherwise.

 

Acquisition Information: As noted in the folder descriptions, this collection was constituted from various gifts to the Center, including the following:

  • Accession 1988:09002, much of the material regarding early opposition to the Project, was compiled and donated by Fort Lewis College Political Science Department Professor Emeritus Jim Decker on 9/30/1988. He also donated accession 1989:07005, three papers on water issues, on 7/1/1989. Dr. Decker and also the U.S. Bureau of Land Management loaned the Center photocopies of responses to Animas-La Plata EIS (Environmental Impact Statement; accessions 1993:02004 and 1993:12001) for copying in 1996.
  • Accession 1988:12008, research material for early public relations work for the Animas-La Plata water project, was compiled and donated by Dale Anderson on 12/1/1988.
  • Accession 1992:01003, records of the federal legislation that authorized the Project, was donated by U.S. Senator (then U.S. Congressman) Ben Campbell on 1/1/1992 via Fort Lewis College Professor Duane Smith.
  • Accession 1999:01001 includes materials relating to the Animas-La Plata Project that the Durango Herald culled from its working library on 1/8/1999, with the assistance of Duane Smith for selection.
  • Accession x2002:03011 [found in collection] from the A. M. Wyatt estate (the earliest booklet about the Project).

In addition, Professor Duane Smith has added to the collection periodically, and in the mid-1990s Professor Richard Ellis added to the ongoing accumulation of newspaper clippings. Additional items (accession 1995:05004) were donated by the La Plata County Chapter of the League of Women Voters. Some items have no accession number or established provenance.

 

Processing Information: The collection was originally arranged and described by the archivist, who prepared the first draft of this inventory in September of 1998 and thoroughly revised and expanded it in August of 2005. Student archival assistant Olivia Everett wrote a portion of the historical sketch in October of 2004. Student worker, Andrea Bailey, added materials and edited and revised the online finding aid in the Spring and Fall terms of 2010.
