Union Carbide Western Slope of Colorado uranium (etc.) mining records
1941-1989

30 linear shelf feet (in 38 document cases, 5 records boxes, 13 flat boxes and 1 small card file box) (plus oversize materials and videos)

This collection consists of mining company operation records regarding the mining and processing of uranium, vanadium, tungsten, and other base metals in Colorado and Utah, and elsewhere in the Four Corners region of the Southwestern United States.  The importance of these records is that they document the history and daily operations of mines from exploration through production to reclamation.

Most of the records in this collection as a whole are centered around Union Carbide and its subsidiaries' activities throughout western Colorado and eastern Utah, including sites at Maybell, Rifle, Grand Junction, Uravan, Dove Creek, and Slick Rock.  Missing from these records are documentation of the U.S. Vanadium Corporation's Durango ore sampling plant that Union Carbide operated near the Vanadium Corporation of America's smelter south of town.  {Foote Minerals bought Vanadium Corporation of America at some point, after which Union Carbide bought Foote Minerals.}

The Union Carbide Company conglomerated these records as it bought up a number of smaller companies over the years.  Union Carbide subsidiaries included Metals Reserve Corporation (possibly a bogus company set up to confuse the German government during World War II), Trace Elements Corporation, Foote Minerals, Union Carbide Nuclear, Umetco Minerals (formed by Union Carbide's consolidation of many of its subsidiaries in the late 1970s; that company still exists; its primary function now is reclamation) -- not to mention companies in Australia, South Africa, and other places outside the U.S.  A related company is U.S. Vanadium Corporation (USV; possibly associated with Union Carbide's first entry into mining, in the late 1910s or early 1920s).  For a history of the Durango USV site, click here.

Historical note
Union Carbide took over a radium mine and mill located in Montrose County in 1928.  The town of Uravan (named after the uranium and vanadium found in its canyons) was built in 1935 to provide housing for the company’s employees.  As radium recovery became less in demand, the mill began mining uranium in the 1940s, first for national defense and later for nuclear power applications.  Operations began in 1936 and continued until 1984, producing 42 million pounds of uranium oxide.  The state of Colorado sued Union Carbide and Umetco in 1983, seeking to recover damages from contamination created by mill operations and the mill was shut down the following year.  In 1986, contamination forced the town’s evacuation and most of the buildings were dismantled.

The Environmental Protection Agency put Uravan on the Superfund National Priorities List in 1986, citing "contamination of the air, soil and groundwater" near the plant and the San Miguel River.  Official cleanup of the 450-acre site began in 1987, and as of 2004 it was about ninety percent completed, according to Umetco Minerals.  The mining site has been on the NPL because it is a non-coal site with mining operations that occurred after August 3, 1977, the enactment date of the Surface Mining Control and Reclamation Act (SMCRA). It  is neither regulated by SMCRA nor eligible for funds from the SMCRA Abandoned Mine Land Reclamation Program.

During its peak, the Union Carbide employed about 250 people.  Union Carbide is now a subsidiary of Midland, Michigan-based Dow Chemical Co. since their merger was finalized in 2001.  On January 23, 2004 a suit was filed in a U.S. District Court in Denver suing Union Carbide and its wholly owned subsidiary Umetco Minerals Corp. for causing the deaths of four people and illness among more than 70 others from radiation exposure.

Administrative information

About the organization of this collection:  The overall organization of these records begins with the records of the main office in Grand Junction, Colorado, followed by the groups of records pertaining to the sites of the various mining operations (these record groups are ordered alphabetically by name of mine site).  Arrangement within each series is alphabetical, unless stated otherwise.

Acquisition informationThe collection is the Center of Southwest Studies' accession 1998:04010.  Umetco (subsidiary of Union Carbide Company in Grand Junction, Colorado) donated this material to the Center of Southwest Studies on April 29, 1998.  The donation was effected through the efforts of Bill Sheriff, with the agreement that the materials of historical value would be made available at the Center of Southwest Studies in a collection called the Union Carbide collection.  Umetco had not weeded any of the materials -- 99 drawers in 25 filing cabinets, plus numerous oversize maps (to be selected for the Southwest scope of the Center, then humidified and flattened at the Center), and 31 boxes of records, books, lab notes, and reports.  Some of the file drawers were empty or were only partially full of records, books, ledgers, maps, etc.   In July of 2005 Umetco Minerals Corporation donated to the Center of Southwest Studies an additional series (Series 1.11, in Boxes 59 and 60; recorded as accession 2005:07019): patent records pertaining to the Union Carbide Nuclear Company/ Development Laboratory at Rifle, Colorado.

Related collections at the Center of Southwest Studies (listed alphabetically by title, which is preceded by the collection number):

Related records elsewhere:  Umetco retained the MSHA-related records pertaining to safety and occupational health issues, and did not transfer to the Center of Southwest Studies the Union Carbide records pertaining to the Manhattan Project -- records that were initially promised to the Center but which were subsequently claimed by the U.S. Department of Energy for its archives at the National Archives and Records Administration (NARA).  Further, Dow Chemical has a permanent record retention policy for all exploration records associated with Radiation Licenses.  At the point of license termination, Umetco sends those records to the company's own records center for storage.

Processing informationThe bulk of the collection was arranged and described by Fort Lewis College student archival assistants Bret Connor and Megan Martin, professional archival interns Loretta Metoxen, June Degnan, Shaunna Ethelbah and Mariah Cuch, and Fort Lewis College Archivist J. Todd Ellison (supervisor and mentor for the whole of the work), between November of 1998 and July of 2004.  Details of that project are as follows:

In November and December 1998, Center of Southwest Studies student archival assistant Bret Connor numbered the file drawers sequentially (#s 1-99), did a basic box/drawer inventory of the unprocessed accession (using the Umetco filing codes and titles from the file cabinet drawers where available), and entered that data using Microsoft Access 97.

In October of 2003 the Southwest Accessions/Deaccessions Committee approved the destruction of approximately ninety percent of this voluminous collection of records, narrowing its focus to the Four Corners region.  By June of 2004, with the assistance of the Center's four Native American archivist training program professional interns, Center staff weeded from this collection all non-Southwest materials and all routine housekeeping records.  This reduced its bulk from approximately 287 linear shelf feet to 27 linear shelf feet and focused the collection on the company's Colorado Western Slope mining operations -- in line with the Center's established collection scope (described at http://swcenter.fortlewis.edu/info_researchers/sw-3.htm#6._Collecting_Policy ).  Discarded records included those that documented the Tempiute-Emerson Tungsten Mine and Mill (in southern Nevada) and Union Carbide plants at Gas Hills and Palangana (near the southern coast of Texas).

Following this weeding of the collection, the Native American interns physically arranged the materials into labeled folders in May of 2004.  Fort Lewis College student archival volunteer Megan Martin and Archivist Todd Ellison described the materials in June and July of 2004.  Folder numbering was by Courtney Skeen, Melanie Ellison, and other volunteers, in July of 2004.  Folder titles data entry was by Fort Lewis College student archival assistants Emily Kestenbaum and Michael Gartley, et al., September 2004.  The Umetco videos list for box 58 was prepared by Carly Gerhardstein on 10/5/2004.  The historical sketch was prepared by archival assistant Olivia Everett, December of 2004.  Gretchen Gray finalized the organization of the contents of the personnel records in boxes 11 through 12 and the data entry into the Center's in-house database containing details of 716 employee records, in September and October of 2005.  In 2007, Gray arranged and describe the oversize maps, in Series 7.3.

Reproduction note: In 2005, through the generous funding of a researcher, the Center worked with a Durango reprographics vendor (Blueline Reprographics) to digitally scan hundreds of folders of documents in seventeen document cases pertaining to Uravan (i.e., most of the contents of boxes 24 through 35 and 37 through 41).  PDF file format electronic records were created through that project, encompassing the majority of the Umetco collection records regarding Uravan.  Printouts of those files can be ordered at a charge of 25 cents per original document page, plus $5.00 for shipping and handling.  See instructions (including the photoduplication request form to be completed and submitted with prepayment) at http://swcenter.fortlewis.edu/SpecialCollections.htm#DistancePhotocopiesEmail the archivist first for a count of the number of pages in each file (we only provide these copies in groups of the contents of an entire file folder, not individually requested pages).

This collection's inventory was initially drafted by Bret Connor and Todd Ellison in the fall of 1998, and was edited and converted into html by Todd Ellison in November of 1999.  It was produced in its current form by Ellison in July through December of 2004 (last revised October 2007).
