Southwestern Water Conservation District records

These are minutes, correspondence, reports, newspaper clippings, maps and other publications, legal documents and other records pertaining to water issues in the Four Corners region.  Topics include Rainbow Bridge National Monument and the Animas-La Plata project.


Historical note

The Southwestern Water Conservation District was formed in 1941 with duties identical to that of the Colorado Water Conservation District, which was formed in 1937.  The difference is in the geography.  The Southwestern Water Conservation District encompasses the remaining waters of the Colorado’s tributaries on the West Slope (including the San Juan, Dolores and Animas River basins).  This area is as arid as any part of Colorado, and also is prone to extreme conditions.  The floods of this area are as destructive as the droughts, which may have forced the Ancestral Puebloans from this area 700 years ago.

The District’s Board of Directors is composed of nine members.  Each member represents one of the District’s counties. They work with engineers, surveyors and lawyers to find optimum ways of managing water and supporting projects that will benefit the public.  Some projects the District supported have been the construction of Lemon Reservoir on the Mancos River and McPhee Reservoir on the Dolores.  They also hold regular meetings and frequently release press clippings to educate the public about regional water issues and promote conservation of existing water resources.


Administrative information

Acquisition information:  This collection is comprised of the Center of Southwest Studies' accessions 1997:01011 (15 linear shelf feet before processing, donated by the late Frank E. "Sam" Maynes, attorney for the District, on January 29, 1997) and 2002:12001 (3 24"-deep boxes donated by the Southwestern Water Conservation District by decision of its Board at its regularly scheduled board meeting on April 3, 2003). 

The 2002:12001 accession included books (an estimated 372 volumes; 368 titles, published 1849-2001, bulk 1936-2000) from the library of the Southwestern Water Conservation District, to be cataloged in the Delaney Southwest Research Library, and also maps from the Southwestern Water Conservation District (an estimated 341 maps; 261 titles, dated ca. 1905-1998, bulk 1936-1998), for the map collection at the Center of Southwest Studies.  

The earlier accession in 1997 consists of Southwestern Water Conservation District Board records and related water conservation records maintained by Frank E. (Sam) Maynes.  Those records date from ca. 1930s and include printed materials, minutes, memoranda, correspondence, and other materials relating to water conservation and water development projects in the Four Corners states. Those materials include items produced by the Colorado Water Conservation District.

Processing information This collection was arranged and described by Anthony Konkol, July-August 2003 and winter 2004.  Starting in July and August of 2003, Anthony Konkol, former student in Todd Ellison's Public History class, arranged and described this collection at the Southwest Studies, under Ellison's supervision.  Southwest Studies student workers produced the earlier list of contents of the folders, books and maps donated by the District (Accession 2002:12001) in January - March of 2003.  The folder data entry by Anthony Konkol, August of 2003 through March of 2004.  This inventory was produced by Anthony Konkol and Todd Ellison in August of 2003 (last revised in December of 2004). 


Series descriptions

This collection is comprised of two series, each arranged (for the most part) alphabetically.  Series 1 is subject files of the District.  Series 2 is comprised of records, correspondence, and newspaper clippings maintained by Southwest Colorado water attorney Frank E. "Sam" Maynes pertaining to the District.  The water district records are so comprehensive as to be taxing to a researcher; Mr. Konkol recommends beginning with the materials compiled by Sam Maynes, especially the newspaper clippings.  A third series, not yet arranged and described, is water rights applications.
