This collection comprises political papers created and maintained by Ben Nighthorse Campbell of Ignacio, Colorado, during his service as a Colorado state representative (1983-1987), as a member of the U.S. House of Representatives (1987-1992), and as a U.S. Senator (1993-2004).  Record series include campaign files, bill files, committee files, state and federal government publications, staff project files, subject files/ legislative reference files, voting and attendance records, casework files, issue mail, and constituent correspondence.

"Colorado's U.S. Senator Ben Nighthorse Campbell was born in Auburn, California, April 13, 1933. His parents were Mary Vierra, a Portuguese immigrant, and Albert Campbell, a Northern Cheyenne Indian. Campbell is the only American Indian presently serving in either the House of Representatives or the United States Senate.  He received a bachelors degree in physical education and fine arts from San Jose State University in 1957 and later attended Meiji University in Tokyo in 1960 as a special research student.  Before entering college, Campbell served in the U.S. Air Force in 1951-53, stationed in Korea, attaining the rank of Airman 2nd Class.  Campbell is a self-employed jewelry designer, rancher, and was a trainer of champion quarter horses.  He was elected to the Colorado State Legislature in 1982 where he served for four years. Campbell is married to the former Linda Price, and is the father of two grown children: Colin and Shanan.

Elected to the U.S. Senate November 3, 1992, the first American Indian to serve in the Senate in more than 60 years.

Belongs to four key Senate committees: Agriculture, Nutrition and Forestry; Energy and Natural Resources; where he serves as Chairman of the Subcommittee on Parks, Historic Preservation and Recreation, and as a member of the Subcommittee on Forests and Public Lands Management.  Other committees Campbell serves on are the Indian Affairs and Veterans Affairs committees.

Served 1987-92 in the U.S. House of Representatives, representing Colorado's Third District. Served on the House Committees on Agriculture and Interior and Insular Affairs.

A leader in public lands and natural resources policy, recognized for the passage of landmark legislation to settle Indian water rights, and in the forefront of sponsoring and fighting for legislation to protect Colorado wilderness and water rights.

In 1991, won fight to change name of the Custer Battlefield Monument in Montana to the Little Bighorn Battlefield National Monument -- legislation that honors American Indians who died in battle.

Initiated and passed legislation to establish the National Museum of the American Indian within the Smithsonian Institution.

A leader in developing preventive treatment programs to battle Fetal Alcohol Syndrome.

In 1992, wrote Reflections on the Columbus Quincentenary (1492-1992).

In 1995, appointed to the Helsinki Commission.

Inducted into Council of 44 Chiefs, Northern Cheyenne Tribe, Lame Deer, Montana.

All-American in Judo; three-time U.S. Judo champion; captained the U.S. Olympic Judo Team at Tokyo Games in 1964; Gold-medal winner in Pan-American Games of 1963; coached the U.S. International Team.

Selected by Newsweek magazine as one of 20 "people to watch" for policy and future of the American West.

Voted one of Ten Best Legislators in 1986 by colleagues for the Denver Post and News Center 4 survey.

Administrative information

Arrangement note: Record Groups (shown in boldface) and series within those RGs are numbered consecutively. The lower levels of organization is folder titles (only for the container listing, next section). Because we expect to add to this collection, the boxes are numbered in a numbering scheme that starts with 1 for each series.

Most record groups are organized from highest hierarchical level to lowest, or from most general to most specific. Items within each series (e.g., subject files, committee files) are arranged alphabetically and then chronologically, unless noted otherwise (notable exception: bill files, arranged by Senate Bill [SB] and House Bill [HB] number).

Acquisition information:  This collection was acquired by deeds of gift signed by the Senator on April 4, 1997 and  December 18, 2004 (accessions 1997:04003, 1997:04009, 1999:06009, 2004:12003, and subsequent accretions), and is presently closed to all researchers until it has been arranged and described archivally.

Processing information: The earlier papers (pre-1992) were arranged and described at the Center, through the assistance of teams of Elderhostel volunteers who paid to come to Durango to assist with the project during the three summers of 1999-2001.  The volume of the collection as of that time was 50 linear shelf feet, in 37 records boxes and one flat box (processed) plus eight records boxes and two 24"-deep boxes (unprocessed). 

Since a part of Senator Campbell's heritage is Native American, it is appropriate that some of the personnel who have processed this collection are Native American (Navajo and Ute).  Through funding from a legislative Earmark designated for training and professional development for Native Americans, during the period September 2004 through April 2006, archival interns Sampson Sage and Linda Baker arranged and described the papers from the Senate career (accession 2004:12003).  In addition, archival student intern Gilbert Tracey arranged and described the Campbell videotapes and audiotapes during the summer of 2006.  This inventory was initially produced by Debra Lehl in March of 2002, and has been edited by Todd Ellison.

The work on the papers was guided by the Records Management Handbook for United States Senators and Their Archival Repositories (1992, revised 2003), which was written by Karen D. Paul, archivist of the U.S. Senate Historical Office.  In addition, we have gained procedural insights from examining other archival institutions' guides to their processed collections of congressional papers.

Records deaccessioned:
·     Declined invitations

·     Duplicate paperwork and publications

·     Housekeeping records that lost their administrative purpose after a specified period of time (memos scheduling staff meetings; working notes and background material; parking space assignments records; vouchers, invoices, receipts, statements, bills for routine expenses and travel documentation--but retained itineraries and trip reports; etc.)

·     Issue mail, small volume, single issue, not important to the Senator

·     Job applications for positions on the Senator's staff

·     Legislative records in which the Senator was interested but not involved--only retained a summary of this legislation, filed by bill number

·     Routine casework for constituent services

·     Routine requests (for flags, printed materials, passes, pictures, biographies, or information about the state, etc.)

·     Subject files of a mundane nature, lacking value for historical research
