The first half of this collection contains the historically significant
records retained from the Honorable Scott McInnis' years in the Colorado state
legislature. The predominant group of materials are subject files pertaining to
the most significant issues that Congressman McInnis encountered during his years in the Colorado
legislature. Of especial importance among these materials are records pertaining
to his primary legislative concerns: higher education, tax policy, highways,
water, and natural resources. The Center anticipates opening access to the more recent records
effective 1/31/2007: the bulk of the records documenting the
Congressman's service in the U.S. House of Representatives that ended with
his retirement from that role at the end of 2004.
Presentation (on May 13, 2004, in the Delaney Library at the Center of
Southwest Studies) of eight scrapbooks documenting the U.S. House
of Representatives tenure (1992-2004) of Congressman McInnis, and also
his prior service as Majority Leader in the Colorado House of
Representatives (1983-1992). The scrapbooks items are in full color and are arranged by month and year (1982-2004) in a collage format, produced by Blair Jones, the Congressman's Press Secretary. Scott McInnis served as Majority Leader in the Colorado State House of Representatives, 1983-1992. After he was elected to the U.S. 3rd Congressional District on November 3, 1992, his Denver office arranged with the Center of Southwest Studies for his state legislative records to be deposited with the Center in December of that year.

Scott McInnis, a native of Glenwood Springs, represents Colorado's
3rd Congressional District, including a majority of Colorado's Western
Slope, the industrial city of Pueblo, the San Luis Valley, and much of
the Lower Arkansas Valley. Prior to serving in Congress, McInnis
worked as a police officer and a family attorney in Glenwood Springs.
He also served in the Colorado General Assembly where he was elected
House Majority Leader in 1990. In 1992, he ran successfully for the
U.S. House of Representatives and quickly assumed an active role in
Washington policy-making. McInnis' efforts to curb wasteful Washington spending and reduce the tax burden on Colorado's working families has earned him awards and praise from numerous taxpayer advocacy and anti-deficit groups over the years. He was recognized by the Wall Street Journal as one of the Top Ten Up and Coming Leaders. From the moment he was first elected to Congress, McInnis firmly established himself as a powerful advocate for his constituents as well as a leader in the House on critical legislative matters. After a highly successful first term, he was selected by the House Republican leadership to serve on the powerful House Rules Committee. In 1996, he was named an advisor to the North Atlantic Treaty Organization (NATO), where he's worked closely with the administration and Congress in promoting America's national security interests at home and abroad ever since. In 1998, McInnis was selected to serve on the House Ways and Means Committee, the panel of jurisdiction on tax, trade, Social Security, and Medicare issues that's widely considered the most powerful in Congress. McInnis is only the third Colorado congressman in the past forty years to serve on the Ways and Means panel. In addition to his work to reduce the size and scope of the federal government, McInnis continues to aggressively work to protect Colorado's water resources and to preserve its federal open spaces. During the last session, McInnis championed the cause of preserving some of Colorado's most scenic places, while fighting to protect America's multiple-use traditions. He won approval for legislation establishing both the Great Sand Dunes and Black Canyon of the Gunnison National Parks. This, in addition to sheparding three wilderness bills through Congress and to the President. In describing his accomplished environmental record, the Denver Post called McInnis a "strong conservationist carrying on a GOP tradition that harkens back to Teddy Roosevelt." Through a rare exemption allowing him to serve on another committee in 2000, McInnis was allowed to return to the House Resources panel and retain his seniority. His leadership and promotion of balanced natural resources earned him the Chairmanship of the House Resources Subcommittee on Forests and Forest Health. McInnis' goals for the upcoming legislative session will include: championing and defending water and forest management issues, working to permanently repeal the federal death tax, promoting policies that protect the health and vibrancy of America's national forests and other natural resources, reducing marginal income tax rates, strengthening Social Security and Medicare for future generations, and promoting standards and accountability in our education system. McInnis has been awarded the Golden Bulldog Award from the Watchdogs of the Treasury, the National Security Leadership Award from the American Security Council and was named Man of the Year by the Korean Veterans Association. The Glenwood Post named McInnis its Person of the Decade in December of 1999 and The Grand Junction Daily Sentinel named McInnis Best Local Government Official in 1999, 2000, 2001, 2002 and 2003. He also received the Sound Dollar Award from the Free Congress Foundation, the Thomas Jefferson Award, the Spirit of Free Enterprise Award from the U.S. Chamber of Commerce, the Hero of the Taxpayer from The Americans for Tax Reform, and the Taxfighter Award from the National Tax Limitation Committee. McInnis was awarded the Colorado Association of Homebuilder's Award for Government Service, Friend of Farm Bureau by the American Farm Bureau Federation, and was named public Servant of the Year for outstanding service from the Rocky Mountain chapter of Associated Builders and Contractors. McInnis, a fourth generation Colorado native, was born and raised in Glenwood Springs. He graduated from Glenwood Springs High School and earned his Bachelor of Arts in Business Administration from Fort Lewis College in Durango. After serving as a police officer and volunteer firefighter, McInnis earned his law degree from St. Mary's University in San Antonio, Texas, before returning to Glenwood Springs to practice law. McInnis is married to the former Lori Smith, and together they have three children: Daxon, Tessa, and Andrea. McInnis and his family reside in Grand Junction, Colorado. |
Administrative information
Arrangement note: Record Groups (shown in boldface) and series within those RGs are numbered consecutively. Because we expect to add to this collection, the boxes are numbered in a numbering scheme that starts with 1 for each series.
Most record groups are organized from highest hierarchical level to lowest, or from most general to most specific. Items within each series (e.g., subject files, committee files) are arranged alphabetically and then chronologically, unless noted otherwise (notable exception: bill files, arranged by Senate Bill [SB] and House Bill [HB] number).
Acquisition information: The papers from Congressman McInnis' Colorado legislative service were donated by deed of gift in December of 1992 (accession 1992:12002). The papers from his service in the U.S. House of Representative were donated by deed of gift in December of 2004 (accessions 2004:05004, 2004:12002, and subsequent accretions).
Processing information: The earlier papers (pre-1992) were arranged and described by archival assistant Debra Lehl under the direction of Todd Ellison, March, 2002. The work on the McInnis papers was guided by the Records Management Handbook for United States Senators and Their Archival Repositories (1992, revised 2003), which was written by Karen D. Paul, archivist of the U.S. Senate Historical Office. In addition, we have gained procedural insights from examining other archival institutions' guides to their processed collections of congressional papers. This inventory was produced by Debra Lehl in March of 2002 and was edited by Todd Ellison.
