Introduction/ Scope and contents

This collection is records, primarily administrative correspondence, of the United Pueblos Agency.  It includes correspondence of C. L. Graves, Area Director, circa July 1952-June 1953, and printouts of incoming telegrams from Albuquerque and Gallup, New Mexico.  Many of the correspondence folders in Series 1 and 2 of this collection begin with a list of contents, noting the message number, whom it was sent to, who sent it, the time, and the date and the initials of the person who logged in this information.

Years this material was created: circa 1705-1970.

Quantity: 9.5 linear shelf feet (in 21.5 document cases and 1 small card file box).

Access restriction note: Generally, access to the correspondence among these records (Series 1 and 2, July 1, 1952 - June 23, 1960; bulk years: 1952-1955) is restricted for 72 years from the date of the document, as per the terms of the Center's General Restriction Policy StatementConfidential records include those in which personnel matters were mentioned.  Contact the Archivist to discuss access.

Administrative information

Acquisition of this collection:  These materials were donated along with the Richard Ellis papers at the Center.  The material in Series 1 and Series 2 arrived at the Center in two tall brown cardboard rectangular boxes labeled "Gallup Inter-Tribal Ceremonial" and "1003-A M.V." and are restricted access.  Page 29 of the undated [circa 1972] final report (found in the Ellis papers) to the Doris Duke Foundation on the American Indian History Research Project at the University of New Mexico submitted by Sandra J. Gurule, Assistant Director of the project, noted that "we have acquired the records of the Inter-tribal Ceremonial Council at Gallup and the documents from the United Pueblo Superintendency in Albuquerque.  The lat[t]er records are especially valuable as in many cases, no other copies exist, and the Superintendency was in the process of destroying material which will prove essential to any future history or histories of the New Mexico Pueblos."  Dr. Ellis was hired as the assistant director of that project, then was temporarily its acting director for a time.

About the organization of this collection:  The series and boxes are numbered consecutively.  Because we do not expect to add to this collection, the boxes are numbered in one single numbering scheme starting with 1.

Processing information:  This collection was arranged and described by Delaney Library archival volunteer Dr. Bruce Howard from March through October of 2007 (over 100 hours).  Processing included removing the correspondence from several very thick post-binders that had shiny brown cardboard covers, replacing the most acidic lignous originals (notably, printouts of telegrams that were on their way to becoming to brown and brittle to be useful and were making the adjacent papers more acidic) by photocopying them onto PermaLife™ bond paper.  He retained the existing order of the documents if there was a perceptible sensible order, such as the correspondence in Series 1 and 2, which he grouped into much smaller units within folders that generally begin with the Agency's calendar of contents of those messages.  Southwest Studies Center student archival assistant Meredith Provera produced the folder list in October, 2007, including listing topics of interest in the records that had been noted by Dr. Howard.  The inventory was prepared by Fort Lewis College archivist Todd Ellison, July 2007 (last updated October 15, 2007).

Historical note

According to a website (viewed on 7/23/07) describing "Famous Alpha Phis," Dr. Sophie DeAberle Brophy, a specialist in Indian Affairs and the first practicing applied anthropologist in the United States, was named superintendent of the new agency named the United Pueblos Agency in 1935; the agency united five Indian administrative units.

In a U.S. Government memo in this collection, William A. Brophy (Special Attorney for Pueblo Indians) wrote Eric T. Hagberg on March 9, 1950 that the Alamo, Canoncito and Ramah Indians "originally under the Navajo Agency were transferred to the Pueblos Agency as a result of an uninspired campaign inaugurated by the people themselves and by them alone.  They were being wholly neglected by the Najavo Agency and their instinct for change has, as I see it, proved to be sound, based on the improvements in their condition that have been made since the transfer.  The land that they hold and can use has been increased and they have more services than they had under the Navajo.  Their condition then was truly tragic."

Series descriptions

Note regarding the organization of this collection:  Materials in this collection are arranged in six series.  Because we do not expect to add to this collection, the boxes are numbered in one single numbering scheme starting with 1.

Folder numbers start with 1 in each box.  Items within each series (e.g., correspondence, reports) and within each folder are arranged chronologically, unless noted otherwise.

The series are organized from highest hierarchical level to lowest; from most general to most specific.

Series 1:   Outgoing correspondence, July 1, 1952- June 23, 1960 (bulk years, 1952-1958).  143 folders, in 5.5 document cases.  Arrangement is chronological.  Restricted access; see archivist.

Series 2:    Incoming correspondence, Feb. 2, 1954- July 30, 1957.  31 folders, in a portion of 1 document case.  Arrangement is chronological. Restricted access; see archivist.

Series 3:    General subject files, circa 1630-1974 (bulk years, 1920-1960).  39 folders, in 4 document cases.  Arrangement is alphabetical by subject category.  Includes transcriptions of documents and/or historical data dating back to the 17th century.

Series 4:    Individual Pueblos subject files, circa 1705-1970 (bulk years, 1930-1970). 137 folders, in 9 document cases.  Arrangement is alphabetical by name of Pueblo, then alphabetical by subject category within the Pueblo.  Basic order within each file is chronological by year.  Includes historical data dating back to the 17th century.  Topics include Taos and Blue Lake.

Series 5:    Legal files, 1916-1960.  30 folders, in 2 document cases.  Arrangement is chronological.  Much of this documentation is legal exhibits of the Pueblo Lands Board.
