This report presents an economic evaluation of potential costs and benefits and

The potential effects on small business entities related to implementing

rulemaking changes to sedimentation ponds (Sec. 715.17: protection of hydro

System); Sec. 816.42 (hydro balance: water quality standards and effluent

limitations); Sec. 816.46 (hydro balance: sedimentation ponds). The role of

small entities in regional strip coal production in 1978 is also provided in

this report.
