Report provides operation standards or design guide with limited information

relating to actual design process. Report is intended to supplement the

regulation by providing various references which present guides for accepted

design, construction, and maintenance procedures. A brief text of the document

describes some factors to be considered for coal mine roads, keyword development

for characterization of references, and rationale used to segregate references.
