Report contains the first group of references acquired and indexed by Office of

Surface Mining (OSM) as part of postmining land use opportunities handbook

project.  References cover literature on reclamation postmining use of mined

land (sand, gravel, hardrock, coal mining operations). Range of subjects include

all aspects of postmining use, social and environmental impacts, economic

incentives, and case studies describing actual postmining land use experience.

Abstract:

 

This report presents an analysis of the cost impacts and benefits related to the

current and proposed regulations on postmining land uses.  1) The current and

proposed postmining land use regulations  were reviewed and analyzed to identify

absolute and incremental cost elements.  2) The identified cost elements were

applied to each mine model and region where appropriate to generate regional

costs.  3) The benefits related to regulations  were analyzed.  Assumptions and

results relative to each of these are described in this report, including role

of small entities (regional strip coal production).
