INTRODUCTION This file contains abstracts to aid researchers in identifying technical reports related to coal mining and reclamation which are available from the National Technical Information Service (NTIS). The reports resulted from research completed by the Office of Surface Mining Reclamation and Enforcement (OSM), U.S. Department of the Interior between fiscal years 1978 and 1991. OSM provided these reports to NTIS as a part of its growing awareness of the need to ensure that state regulatory authorities, the coal industry, university researchers, and the public have complete access to all relevant research funded by OSM since the inception of its Title V Applied Research Program. This file is based on a report prepared by OSM in 1991 entitled: "Bibliographical Index and Abstracts of Research Reports Completed between Fiscal Years 1978-1991 Available from the National Technical Information Service." Most serious environmental impacts are due to siltation & flooding with regard to problems which give rise to damage to aquatic biota and humans of mining areas. Results of Appalachian Resources Program studies do not provide conclusive picture. Prevention of household damage & other direct impacts to humans would account for 50-70% of incremental cost of SMCRA. Fire continued to spread despite flyash and gravel barriers installed over the last 21 years to control spread. Prior estimation techniques have been theoretical in nature, relying on hypothetical mines with assumed operation conditions. Methodology was developed with intention of having study team work with industry to develop realistic estimates of SMCRA compliance costs at mines. Summary, conclusions, and recommendations are presented in this report.
