Abstract:

 

Report discusses Section 709 of Surface Mining Control and Reclamation Act and

provides information to the Council on Environmental Quality for preparing

legislative recommendations on non-coal mining.  Analysis is intended to be

directly useful to the Act where concerned with environmental protection. 

Examines technologies and techniques available for meeting the requirements of

the relevant provisions and discusses alternative procedures for achieving the

purposes of the Act.

Abstract:

 

Report presents results of engineering cost analyses of 42 model coal surface

mines in Appalachia which use selected mining and reclamation techniques. 

Purpose of the study was to assess the costs of land reclamation as a function

of terrain slope and extent of reclamation.  For each mine, costs of individual

unit operations are presented and minimally acceptable selling price of coal. 

Cost of land reclamation  is a function of the quality of reclamation, angle of

natural terrain and overburden to coal stripping ratio.  Nephew and Spore

developed computer program in Fortran IV, level H, and runs on an IBM 360/370

series computer.
