Abstract:

 

Vol. II presents an analysis of each alternative considered in assessing the

economic impact of compliance costs.  Vol.  I:   Methodology and general

approach and development of model mines and economic analysis techniques. 

Descriptions of model underground mines in Vol. I are repeated in Chapter 2.0. 

Analysis of each policy is given in Chapter 3.0.  For completeness, all issues

are discussed in Chapter 3.0 even though these are not considered in detail. 

Where issues apply to surface mines, it is noted with reference to Vol. II where

detailed analyses of surface mining are discussed.

Abstract:

 

Study team identified and reviewed research studies on surface mining, land

reclamation, and SMCRA; identified gaps in research and reviewed a number of

existing data bases of potential value to assessments of SMCRA; discussed

estimation of impacts with Federal and state agencies and organizations who have

an interest in SMCRA-related matters; visited selected surface coal mines to

gain clearer insights into socio-economic/environmental benefits and impacts of

surface mining, land reclamation, and SMCRA.  Subsequent chapters describe these

efforts and present major findings and conclusions.
