prepared to help conduct citizen participation meetings in citizen
area. Povides sample agenda/guidelines for using
that agenda and issue model
for
prompting scripts w/slides; provides generic modules on surface mining
issues
that concern people in the area (it is necessary that user augment
modules
with local slides); and allows participants to identify the issue as it
relates
to them. By using local examples of the
issue, it will foster active
involvement
in the dialogue after presentation.
Guidebook was designed before
most
states received approval of permanent regulatory programs.
