OF CERTIFICATION PROCEDURES FOR BLASTER-IN-CHARGE (APPENDIXES TO VOL
I - JOB
ANALYSIS & DETERMINATION OF MINIMAL EXPERIENCE REQUIREMENTS) (1980). 156

American Institute for Research in
Behavioral Sciences, Washington, DC

Type of
Report: Appendixes
Abstract:
Information
requested will help American Institute for Research in Behavioral
Science
(AIR) carry out project designed to develop valid experimental
requirements,
certification tests, and an outline of a training course to be
used in
a program which will ensure that all certified blasters-in-charge
demonstrate
that they have the required knowledge and guidance of the Office of
Surface
Mining standards. Example: Who in your state would be the most
appropriate
person(s) to serve as liaison between the state and AIR during the
course
of this project?

DEVELOPMENT
OF CERTIFICATION PROCEDURES FOR BLASTER-IN-CHARGE (VOL 2) TEST
DEVELOPMENT
AND INITIAL VALIDATION (1980). 17 pp.
Performing
Organization Name and Address:
American Institute for Research in
Behavioral Sciences, Washington, DC
20007
Type of
Report: Volume II
Abstract:
Report
describes development of first 2 forms of Blasters Certification
Examination
and results of tryout of those tests.
The best test of blaster's
ability
would be day-to-day observations of performance on job, and such a
procedure
is not economically feasible. It could
take many days for all tasks
of job
to be required and personnel costs for one-to-one observation would be
costly. Format proposed by OSM: development of paper/pencil and performance
items
that simulated tasks performed by blasters.
During the 2-1/2 year test
development
contract, paper/pencil will be replaced to extent possible.

Report: Volume III
Abstract:
This
report is third in a series of reports describing activities undertaken in
development
of a certificate procedure for Blaster-in-Charge in surface coal
mine
operations. Volume describes activities
undertaken to ascertain knowledge
and
skills underlying successful task performance and development of
recommendations
for a training course designed to impart such knowledge and
skills.

GUIDANCE MANUAL (1987). 201 pp.
Performing
Organization Name and Address:

Type of
Report: Final Document
Abstract:
Guidance
manual deals particularly with the negative effects of blasting, and
applies
to all blasting, regardless of the total weight of explosives detonated.
The only variance allowed under Section 816.61(b) is that blasts under 5 lbs.
in
total weight do not have to comply with the Blasting Schedules otherwise
required
under Section 816.64.
