Abstract:

 

Report describes development of first 2 forms of Blasters Certification

Examination and results of tryout of those tests.  The best test of blaster's

ability would be day-to-day observations of performance on job, and such a

procedure is not economically feasible.  It could take many days for all tasks

of job to be required and personnel costs for one-to-one observation would be

costly.  Format proposed by OSM:  development of paper/pencil and performance

items that simulated tasks performed by blasters.  During the 2-1/2 year test

development contract, paper/pencil will be replaced to extent possible.

System; Detecting and Handling Misfires; Secondary Blasting.  A module pretest

is also available and, if successful, the module can be omitted.

Guidance manual deals particularly with the negative effects of blasting, and

applies to all blasting, regardless of the total weight of explosives detonated.

 The only variance allowed under Section  816.61(b) is that blasts under 5 lbs.

in total weight do not have to comply with the Blasting Schedules otherwise

required under Section 816.64.
