Abstract:

 

Part 1:  Investigations used to distinguish between lands which may be alluvial

valley floors (AVFs) and lands clearly not AVFs.  Part 2:  Intermediate

investigation provides sufficient information to permit final determination of

AVF studies which could be used in submittal of a complete permit application. 

Three studies can lead to definition of important characteristics of AVFs,

agricultural significance of AVFs, and the impact of mining on AVFs.  Procedures

in Part 1 are intended to be those which can be accomplished in a short period

of time.

Abstract:

 

Handbook reviews:   1) regulatory process; 2) identification of alluvial valley

floors (AVFs); 3) studies of alluvial valleys necessary for inclusion in permit

applications; and 4) technical literature related to selected major topics. 

Characteristics of AVFs differ widely from North Dakota to New Mexico.  Studies

that are necessary to allow regulatory agency to make its required findings

range from simple to complex depending on characteristics of valley and

particular mine proposal.

Abstract:

 

Report identified issues of potential economic impact by comparing existing and

proposed regulations with pre-OSM State/Federal regulations  related to

alluvial valley floors. Compared incremental costs for coal produced from

representative mines under existing and proposed regulations; computed regional

cost impacts using regional production coal data; evaluated benefits resulting

from implementation of existing and proposed regulations; and evaluated benefits

qualitatively when quantitative values were not available.  In addition, the

role of small entities in regional coal production in 1978 is provided.
